A dominant scale is a scale that has a major 3rd and a minor 7th. In that matter, the Mixolydian mode is a dominant mode. We actually refer to the chord that's built on that mode the Dominant 7 chord...
That means that a Phrygian Dominant scale is a Phrygian mode to which we'll transform the 3rd into a major 3rd. There is no need to alter the 7th since it's already a minor 7th.
We will play in C Phrygian dominant with a modulation in Db Lydian, which is very close to C Phrygian dominant.
